Independent Expenditures

Individuals or groups that expressly advocate the election or defeat of a candidate — without the candidate's authorization or without coordinating with the candidate — are required to disclose any expenditure of $1,000 or more in a statewide election or $200 in any other election. The disclosures are required within 24 hours of the expense or publication, whichever occurs first. See Virginia Code sections here and here.
