Update: E-Filing Nearly Universal

Congratulations to the 139 of 140 General Assembly members who voluntarily e-filed their mid-year campaign finance reports.

The last paper filer in the General Assembly is Del. Clay Athey (R-Front Royal).
When the State Board of Elections introduced electronic filing in April 1999, only eight candidates -- incumbents and challengers -- signed up. By the end of the year, the number of e-filers had grown to 45. Sixteen of the pioneers are still in office:
