ROAD-BUILDING PROCESS IS FLAWED, STUDY CONTENDS

The report, released Monday by the nonprofit Southern Environmental Law Center, said decision-making on road projects has become concentrated under the governor's office through the 1995 Public-Private Transportation Act.
