Bob McDonnell hopes to raise with his proposed transportation funding package is contingent on federal legislation that Congress hasn't passed. In fact, no bill allowing states to collect sales taxes on Internet transactions from out-of-state sellers even has been introduced. The Republican governor says he's confident it will happen, but a Democratic state lawmaker who spent years working on the issue in Washington says there's little or no chance.
