House GOP primaries a rarity since 2005

Since the General Assembly adjourned last weekend, conservatives have blogged and tweeted about seeking retribution against certain Republican lawmakers who voted for increased transportation funding and expansion of Medicaid.

It's too early to tell if any GOP delegates will face a nomination fight this year. But recent history has shown that such challenges are rare. In the last three election cycles -- 2011, 2009 and 2007 -- not a single House Republican incumbent faced a primary challenge.

Such challenges were far more common a decade ago. The biggest conservative upraising came in 2005, as conservatives went after eight Republicans many of whom had supported a tax overhaul plan by then Gov. Mark Warner, a Democrat. '

Top Headlines from 2013 GA Session

One measure of what was important at the 2013 General Assembly was the amount of ink -- real or digital -- spilled by the Capitol press corps.

As expected, transportation funding topped the list with 203 articles published in VaNews. After years of false starts, the legislature passed a measure that will result in the biggest infusion of money for roads and mass transit since the mid-1980s.

Public schools -- a multifaceted issue -- finished second with 118 articles. K-12 coverage included school safety measures following the elementary school massacre in Connecticut a month before the Virginia legislature convened, as well as Gov. Bob McDonnell's proposals to give each public school an A-F grade and for the state to take over failing schools.

There were also some unexpected entries on the Top 15 list:

Redistricting: In a surprise break with tradition, Senate Republicans sought to press their advantage to redraw district boundaries in their favor. The measure later was killed in the House by a procedural ruling by Republican House Speaker Bill Howell.

Privacy: Fears that new technology could lead to an unprecedented intrusion of privacy led the General Assembly to adopt a two-year moratorium on police departments deploying drones for surveillance.

New House Candidates

Three new candidates -- all Democrats -- have filed candidacy paperwork for the House of Delegates with the State Board of Elections. Their first campaign finance reports will be due April 15.
