Authorizes the Department of Motor Vehicles to issue temporary driver's licenses, permits, and special identification cards to aliens granted "withholding of removal" under 8 U.S.C. § 1231(b)(3), also found at § 241(b)(3)of the Immigration and Nationality Act, or under 8 C.F.R. § 1208.16(c), also referred to as the Convention Against Torture.
