Among other things, this may include utility ownership of CHP projects, targeted utility incentive programs, streamlined permitting, and policies that require consideration of CHP in critical infrastructure. We will also advocate for favorable treatment of CHP in Virginia’s greenhouse gas trading rules and its Energy Plan.
