Masks are staying on at most Northern Virginia public schools, at least for now.

Officials from Prince William County Schools and Manassas City Public Schools announced Monday that their universal masking policies remain in place despite Gov. Glenn Youngkin’s Saturday executive order.

Should Virginia school districts continue to require masks?

On his first day in office, Gov. Glenn Youngkin issued an executive order requiring school districts to offer parental choice in masking at school. What's your take?

Prince William schools said in a note to the school community that they are sticking with the previous mask policy requiring them for all students and staff inside school buildings and rejecting Youngkin’s new order promising parental choice in the matter. Manassas schools did the same. 

“PWCS COVID-19 mitigation measures remain unchanged at this time, including mask requirements for students, staff, and visitors,” Superintendent LaTanya McDade said in a message to families Monday. “We are aware that over the weekend Governor Glenn Youngkin announced a series of executive orders, including future modification to guidance on masks in schools. The Virginia Department of Education (VDOE) will also be issuing revised guidance. PWCS is evaluating both the order and anticipated VDOE guidance, along with local, state, and national legal requirements.” 

On Saturday, shortly after taking office, Youngkin signed 11 executive actions, the second of which promised parents the choice to send their child to public school without a mask and without any reason. 

“The parents of any child enrolled in an elementary or secondary school or a school board early childcare and educational program may elect for their children not to be subject to any mask mandate in effect at the child’s school or educational program,” the order, which is set to take effect Jan. 24, reads. 

But over the weekend, a number of school divisions announced that they were rejecting the order.

Arlington, Alexandria and Fairfax school divisions have also rejected the governor’s order, citing state law on the matter.

Loudoun County Public Schools announced Monday that, since the order takes effect on Jan. 24, masks will be required at LCPS when school opens on Tuesday, January 18, 2022 and for the remainder of the week. The announcement said the division will review the updated guidance from the Governor’s Office, the Virginia Department of Education, and the Virginia Department of Health and will provide new information to LCPS families and staff this Wednesday.

Fauquier County schools say they will continue the mask mandate for now as the governor's order does not take effect until Jan. 24.

State law SB1303, signed into law last year, mandates that school divisions make in-person instruction available and that they do so “in a manner in which it adheres, to the maximum extent practicable, to any currently applicable mitigation strategies … to reduce the transmission of COVID-19 that have been provided by the federal Centers for Disease Control and Prevention.”

The CDC still recommends universal masking inside of public schools, putting the law passed by the General Assembly and signed into law by Gov. Ralph Northam, at odds with the new governor’s order. 

“As students return to school this week, please not that Manassas City Public Schools will continue universal masking for all students, staff, and visitors in alignment with [CDC] guidance,” a message from the Manassas school board to parents on Monday reads, adding that the division is aware of Youngkin’s order. “To continue in-person instruction, as outlined in Senate Bill 1303, adhering to our mitigation strategies, especially universal masking, keeps our schools open and safe places for students to learn.”

At the same time, the commonwealth and local school divisions are dealing with their highest case counts since the pandemic began. On Friday, Prince William schools reported a record number of students either isolating with COVID or quarantining due to close contact for the school year, at 1,476 and 2,217 students, respectively. When schools let out for what would become an extended winter break, 283 students were isolating with COVID, though the division’s numbers are imperfect and are dependent on when and how cases are reported.

In an interview with Fox News on Sunday, Youngkin said his administration was “going to stand up for parents,” and said that under Virginia law, parents had a “fundamental right to make decisions for their children’s upbringing, their education and their care.”  

“We are going to use all the authority that I have to consider all options to protect that right,” Youngkin said. 

One complicating factor for school divisions is the way in which removing mask mandates could force even more students into quarantine. Current quarantine policy for Prince William schools, for example, mandates that students within 6 feet of an unmasked, COVID-positive student will have to go into the division’s quarantine procedure. But as long as students are masked, they can be even closer and not have to quarantine. Of course, divisions can adjust quarantine policy, as Prince William’s is considering to shorten the time away to better align with new CDC guidance.

Look at all the legal eagles on this thread! Where were they when businesses were being burned down and people were illegally gathering in DC and Northern Virginia despite "legal" requirements to social distance and not gather in crowds larger than 100. The people have spoken, after soo many failed democratic policies, on all levels, its really time for a change in how we fight this thing. Omicron is more than likely the least harmful of the variants we've seen so far, at least for the vacinateed. We have got to stop "pandering" to people who refuse to take the vacine, this includes everyone in the education sector (for the sake of this article). John - let me help clear up this simple principle for you (since it seems to be hard for you to grasp). To the maximum extent practicable - practicable is defined as "able to be done or put into practice successfully." The CDC has acknowledged the cloth masks, the type worn by the overwhelming majority of students are ineffective because they don't filter air particulates that are how COVID-19, and particularly OMICRON are spread. Therefore, cloth masks are not "practicable" as the law states. Therefore, schools mandating the use of cloth masks is not "to the maximum extent practicable". So, per the Governor's EO, parents can now choose which methods are practicable. if you feel that wearing a KN95 is in your best interest, you are free to do so. If you feel that wearing no mask at all is in your best interest, you are free to do so. It turns out, we are free to choose our own level of protection. If masks work, then those continuing to wear them should have no concern about their level of protection. And spare me the "you don't care about other people lecture." The mask isn't doing anything to protect others and, aside from a KN95, has limited value for you as well, per the CDC.

applies to every employer, employee, and place of employment in the

Commonwealth within the jurisdiction of the VOSH program, including state

Divisions must also adhere to any other federal laws or regulations related

to masks, including the requirement to wear masks on school buses (per a

CDC order). "

additional COVID-19 infections in schools; and

WHEREAS, children under age 12 are not yet eligible to receive any available vaccine;

WHEREAS, only 40.3% of 12-15 year-olds and 51.7 % of 16-17 year olds in Virginia are

fully vaccinated as of August 10, 2021; and

WHEREAS, universal and correct mask use is an important COVID-19 prevention

strategy in schools as part of a multicomponent approach and has been shown to be associated

with lower incidence of COVID-19 in schools; and

WHEREAS, Virginia Senate Bill No. 1303, Acts of Assembly, Chapter 456 requires K12 schools open for in-person instruction and reducing COVID-19 transmission and outbreaks

during such in-person instruction is a priority of the Commonwealth; and

WHEREAS, the Centers for Disease Control and Prevention (CDC) advises universal

indoor masking for all teachers, staff, students, and visitors in K-12 schools, regardless of

vaccination status; and

of unvaccinated individuals, protects the health of students, teachers, staff and their families; and

WHEREAS, pursuant to § 32.1 -13 of the Code of Virginia, the State Health

Commissioner, acting for the Board of Health when it is not in session pursuant to § 32.1-20 of

the Code of Virginia, is vested with authority to make separate orders to meet any emergency not

provided for by general regulations, for the purpose of suppressing conditions dangerous to the

public health and communicable, contagious, and infectious diseases.

NOW THEREFORE, the State Health Commissioner, pursuant to§§ 32.1-13 and 32.1-20

of the Code of Virginia, hereby issues this Order finding that a public health emergency due to

COVID-1 9 continues to exist, and requiring all individuals aged two and older to wear masks

when indoors at public and private K-12 schools in order to inhibit spread of the virus, as

recommended and described by the CDC. Exceptions to this Order include:

A. Individuals eating, drinking, or sleeping;

B. Individuals exercising or using exercise equipment;

C. Any person who is playing a musical instrument when wearing a mask would inhibit the

playing of the instrument (e.g., wind or brass instrument) so long as at least six feet of

physical distance can be maintained from other persons;

D. Any person who has trouble breathing, or is unconscious, incapacitated, or otherwise

unable to remove the mask without assistance;

E. Any person who has a disability or meets at-risk criteria or those assisting such persons,

including individuals with an Individualized Education Plan (IEP) or 504 plan under the

Rehabilitation Act, where wearing a mask would inhibit communication or the receiving

of services.

F. When necessary to participate in a religious ritual; and

G. Persons with health conditions or disabilities that prohibit wearing a mask. Nothing in

this Order shall require the use of a mask by any person for whom doing so would be

contrary to his or her health or safety because of a medical condition. Adaptations and

alternatives for individuals with health conditions or disabilities should be considered

whenever possible to increase the feasibility of wearing a mask to reduce the risk of

COVID-1 9 spreading if it is not possible to wear one.

Any person who declines to wear a mask because of a medical condition or any person with a

sincerely held religious objection to wearing masks in school may request a reasonable

accommodation.

This is a fairly stupid article. Of course policies remain unchanged because the governors executive order doesn't go into effect until NEXT MONDAY 1/24/2022.

Second, I think it's rather ironic that the crowd that was so pro-mandate is now upset that the governor is returning choice to the people. Nobody is mandating that you have to stop wearing a mask. They are just returning that choice to the people which is where it belonged all along.

Youngkin is paying lip-service. The law is the law.

He can wait until August to revise mask mandates. Otherwise, schools will follow CDC directions for masking according to Virginian law.

What if it was determined by leaders (State officials) that is no longer "practicable to force children to wear masks because the outcomes of virus spread in children are statistically inconclusive whether they wear a mask or not. Hours after the news of this order from Gov. Younkin, I received a mass email from LaTanya D. McDade, Superintendent Prince William County Public Schools. It ended with this threat:

"Any decision to remove a mitigation layer must take into consideration our ability to continue in-person instruction."

LaTanya, any decision to shut down public schools AGAIN needs to take into consideration whether you want to keep your job. But I say, GO FOR IT. Add a third year of complete and utter failure of Virginia public education and see what happens. Last November should have been a wakeup call.

Most kids hate the masks in case you didn't know. But parents are responsible for their own kids and if they want their kid to wear a mask, the poor kid still can. But, even the CDC says most masks are ineffective in keeping people from catching the virus. Kids, especially small kids, are not going to wear an N-95 mask properly all day. But, if they do get the wu, they are extremely unlikely to get seriously ill. Follow the science. This is exactly what the Almighty Science (AKA Fauci) was saying when the wu started in 2020 (but money talked in the meantime).

Hey Dutko, I am not aware of anyone saying it was a bioweapon, but it could be. It is almost certain that it was "engineered" in China, most likely caused by the virus escaping research labs funded by Fauci's Gain of Function research. It may not have been purposely leaked, but who knows. Now that it is in the wild it will continue to mutate and new variants will likely come along. The variants will likely be less lethal as the virus looks for the optimum level of immune response in its victims to ensure its survival.

Schools have made my 9 year old is so scared of Wuflu that he won't leave the house without a mask on. Even our own yard. My 5 year old has never seen a teacher's face. I don't personally care - I burned all my masks last April when I got my second dose. Its my kids I'm concerned about.
