Methodology:'Turnout' is the percentage of registered voters who cast ballots in an election. The numbers include ballots cast both before and on Election Day. The calculation for turnout change is (2020 Turnout MINUS 2016 Turnout) / (2016 Turnout). VPAP identified precincts that share certain characteristics by using the state voter file from the Department of Elections and aggregated voter data by precinct from two leading vendors of political data (one conservative, one progressive).
