Requires the Commissioner of Agriculture and Consumer Services to submit an annual written report to the Governor and the General Assembly, by October 1 of each year, on (i) the number of charitable or civic organizations, professional fund-raising counsel, and professional solicitors registered in Virginia; (ii) the number of contracts ... (More) or agreements between such registered professional fund-raising counsel or professional solicitors and such registered charitable or civic organizations; and (iii) compensation paid, in relation to funds raised and administrative costs, to any professional fund-raising counsel or professional solicitor registered in Virginia by a charitable or civic organization registered in Virginia.
