Requires each gas or electric utility to include as a line item on each customer's monthly billing statement an estimate of the customer's share of the utility's costs of complying with legislative or executive requirements related to the generation of electricity from specified sources, participation in regional and interstate agreements, the purchase of generation credits, emissions reduction requirements, and net-metering or distributed generation programs.
