Adds an exception for persons who have been issued a valid concealed handgun permit by the Commonwealth or persons who have a valid concealed handgun or concealed weapon permit or license by reciprocity to the prohibition of carrying a firearm within Capitol Square and the surrounding area, any building owned ...
