Permits a water or wastewater utility to petition the State Corporation Commission for the approval of an eligible infrastructure replacement and enhancement (EIRE) plan, as defined in the bill, to recover related eligible infrastructure costs. The bill requires each water or wastewater utility that receives approval for an EIRE rider ... (More) to provide a proposed earnings test in each annual informational filing or base rate proceeding filed with the Commission on or before December 1, 2030 and also requires the Commission to provide a status report on the implementation of the bill's provisions on or before such date.
