Matters: I primarily intend to lobby on solar energy policy issues. I expect this to include bills dealing with (1) permit by rule modifications for solar and wind projects, (2) margin on power purchase agreements, (3) utility-administered community solar, and (4) agricultural net energy metering.There is also a possibility that I will lobby on other energy and environmental issues, such as budget scoring of transportation projects, proffers, electric transmission lines, the Land Preservation Tax Credit, funding for Chesapeake Bay TMDL compliance, funding for municipal stormwater improvements, water quality trading, coal ash wastewater discharge permits, and hydraulic fracturing. However, any lobbying on these issues will be secondary to the solar energy legislation noted above.
