Prison Policy Shifts Population from Rural to Urban

The federal Census counts inmates where they are incarcerated, but a new Virginia law shifts incarcerated persons back to their last known address for the purpose of redistricting. Data released Friday show which Census tracts will lose or gain the most people under the new law.
